Underhill’s voter-adopted 2021 Town Plan identifies the Underhill Flats Village Center district as a suitable area for future housing and commercial growth. But the town has not yet determined the infrastructure, bylaw changes, partnerships, or investigated the level of public support that would be needed to achieve that vision.
With support from a 2026 municipal planning grant awarded to the town from the state Department of Housing & Community Development, the Town has begun a comprehensive public outreach and engagement process to evaluate community support for adding new housing and commercial uses within & nearby the Underhill Flats village district, and to educate residents about local housing needs. Through surveys, meetings, focus groups, and design workshops, the project will help the Town understand public sentiment before pursuing zoning changes, infrastructure investments, or other growth-related initiatives. The Underhill Planning Commission engaged consulting firm DuBois & King to assist with this public engagement process.
