The Underhill Planning Commission is proposing the adoption of a new Town Plan that will effectively replace the 2015 Town Plan. The Planning Commission hosted three public hearings in June (6/22, 6/24, and 6/26), and one in July (7/28)  to discuss the proposed Plan.  During the last hearing, on July 28, 2021, the Planning Commission recommended the plan to the Selectboard for approval. The Selectboard will hold public hearings on Monday August 30, 2021 and Wednesday September 1, 2021 to consider final adoption of the Plan.

Pursuant to 24 V.S.A. Chapter 117, Section 4444, the residents of the Town of Underhill and all interested persons are hereby notified that the Underhill Selectboard will hold two public hearings to receive public input on the newly proposed Underhill Town Plan, as recommended by the Underhill Planning Commission, to be subsequently adopted by the Selectboard, and thereby replacing the existing 2015 Town Plan. The hearings will occur at 6:00 PM on Monday, August 30, 2021 and on Wednesday, September 1, 2021, at the Underhill Town Hall, 12 Pleasant Valley Road, Underhill, VT. The hearings will also be accessible remotely on the GoToMeeting platform.

Statement of Purpose:  The primary purpose of the proposed adoption is to ensure that the Town has an approved and adopted plan prior to the current plan expiring (previously set to expire on June 23, 2020, but was extended in accordance with the Governor’s State of Emergency Orders).  Over the course of the past two years, the Underhill Planning Commission has worked towards updating the Town Plan that incorporated the public feedback that was obtained from the 2019 Town-wide survey, as well as four public feedback forums.

Synopsis of Revisions:  The Underhill Planning Commission has proposed edits to the entire plan Town Plan that incorporates the public feedback from the 2019 Town-wide survey, as well as the four public feedback forums.  As part of this update, the Planning Commission carried over, as well as created new, goals, policies and strategies for each chapter (ten total) that reflect the public feedback that was received.  In addition, the Planning Commission worked to provide more context relating to Underhill-specific issues within each chapter.  While significant changes were made to the context of the Land Use chapter, which specifically outlines the unique issues observed by Staff, the Planning Commission and the Development Review Board, no immediate action is recommended that would alter any designations of land.  Additionally, the Planning Commission, in coordination with the Energy Committee and Chittenden County Regional Planning Commission (CCRPC) reworked the Energy Chapter in an effort towards attaining an “enhanced energy plan” status, which is expected to be approved by CCRPC as part of this process.  With an enhanced energy plan, the Town’s position during a Public Utility Commission hearing is given more weight so long as the Town’s position is supported by the Town Plan.  Other areas where the Plan was significantly updated pertains to the Housing, Recreation, and Historic and Cultural Resources chapters.
